On September 1, during the Shanghai Cooperation Organization (SCO) Plus Meeting held in Bishkek, Kyrgyzstan, Chinese President Xi Jinping advocated for the creation of a more balanced and orderly multipolar world. He emphasized the need for global governance to become more equitable and just, granting greater representation and a stronger voice to countries of the Global South in international affairs. Highlighting the irreversible trend towards a multipolar world, Xi noted the significant impact of the Global South’s rise on the international balance of power.
President Xi underscored the importance of sovereign equality, mutual respect, multilateralism, and dialogue as foundational principles for international relations. He called for equal rights and opportunities for all countries, regardless of size, strength, or wealth, urging major powers to adhere to international norms and the rule of law. Further, Xi advocated for the strengthening of the United Nations’ role and emphasized that broader participation is crucial in addressing international affairs.
In his speech, Xi urged nations to prioritize development, openness, and cooperation while also working to close the digital and artificial intelligence gaps. He argued that technological progress should benefit a wider range of countries. Reflecting on the Shanghai Cooperation Organization’s 25-year legacy, Xi highlighted it as a successful model of collaboration among nations with varied political systems, cultures, and development levels.
Xi called for enhanced partnerships within the SCO Plus framework and advocated for further cooperation across Asia and Europe through high-quality Belt and Road initiatives. His statements come a year after he introduced the Global Governance Initiative at the SCO Plus Meeting in Tianjin. Since its proposal, China claims the initiative has garnered support from numerous countries and international organizations.
